The Institute of Museum and Library Services, more commonly referred to as IMLS, is an independent agency of the United States government that was primarily established in an effort support all of the country's eligible museums and libraries.

The attempts of the IMLS are carefully guided by its mission, which is to "create strong libraries and museums that connect people with information and ideas."
In line with this mission, the Institute of Museum and Library Services has recently established the Connecting to Collections Statewide Implementation Grants Program, wherein it aims to address the concerns that are identified in the Heritage Health Index, specifically:
a) The provision of safe conditions for collections
b) The development of an efficient and reliable emergency plan
c) The assignment of duties and responsibilities for collections care
d) The collaboration between involved parties to improve the public and private sector's support for public public awareness and collection care.
The grants that are covered under this program are fundamentally designed to encourage residents and institutions from various states to work towards the development of solutions to the most pressing needs of its collection-holding institutions such as libraries, museums and archives.
