Other eligible applicants can also be any of the following:

a) States

b) Units of General Local Government

c) Special purpose units of government

d) Community mental health agencies

e) Private nonprofit organizations

As listed in the Catalog of Federal Domestic Assistance, the CoC Homeless Assistance Programs, are geared towards the following objectives:

The Supportive Housing Program, is constituted around the premise of promoting the development of supportive housing and supportive services, all aimed towards assisting homeless people in their transition process, and enabling them to live independently as possible.

Meanwhile, The Shelter Plus Care Program, is designed to provide rental assistance, associated with supportive services funded from sources other than the program in focus. The provision of rental assistance greatly involves homeless people (with chronic and mental disabilities) and their families.

The Section 8 Moderate Rehabilitation Single Room Occupancy, on the other hand, is quite similar to the S+C program in a way that it also provides rental assistance to homeless individuals, but is different in the sense that it only extends assistance to individuals and not to their families.

The Department of Housing and Urban Development, the branch that provides funding for the CoC Homeless Assistance Programs, constantly works towards increasing homeownership, support community development and increase access to affordable housing that is free from discrimination.

The CoC Homeless Assistance Program is essential to HUD in a way that it helps them achieve their goal to give homeless individuals the chance to exercise more independence in the aspect of obtaining a house that they can so willingly call their own.
