The National Council on Disability, more commonly known as NCD, is a federal government agency operating within the United States Department of Education that is basically accountable for ensuring equal opportunities for people handicaps and disabilities.

The grants and programs of the NCD are all designed to help in the realization of its mission which is "to promote policies, programs, practices, and procedures to give all people with disabilities equal opportunity with the end goal being economic self-sufficiency and independent living."
In keeping with this mission, the National Council on Disability has recently established the program entitled Effective Communication for People with Disabilities: Before, During, and After Emergencies wherein the agency intends to assess the quality of communication between American with handicaps and disabilities before, during, and after emergencies.
