The programs of the NIH are all designed to contribute to the achievement of its general agency mission which is to "seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce the burdens of illness and disability."

The program primarily aims to solicit proposals from investigators and researchers coming from diverse backgrounds who are somehow underrepresented in basic and biomedical cancer research.

The program essentially wants to promote diversity by recruiting eligible investigators from groups who have been proven to underrepresented in the biomedical, clinical, behavioral, and social sciences department.
