c) To be able to provide preventive health care services that are in keeping with nation's recognized standards of care, which often includes breast and cervical cancer screening and prevention services, sexually transmitted diseases and HIV prevention education, testing and referral, along with other health related services;

d) To be able to give emphasis to the importance of providing counseling to family planning clients regarding a reproductive life plan, and the provision of a preconception counseling session as an essential part of family planning services;
e) To be able to address concerns regarding comprehensive family planning and other related health needs of individuals, families, and communities in hard to read populations;
f) To be able to identify specific strategies for addressing the provisions of health care reform and for the adaptation of the delivery of family planning and reproductive health services in the hopes of changing the health care environment and helping clients adjust with such changes.
For this program, OPHS is intended to administer a total of $87 million for the fiscal year 2012.

Any of the following will be deemed eligible to apply for the Family Planning Services Grant:
a) Any public or private nonprofit entity located in any of the 50 states and in the District of Columbia, Commonwealth of Puerto Rico, U. S. Virgin Islands, Commonwealth of the Northern Mariana Islands, American Samoa, Guam, Republic of Palau, Federated States of Micronesia, and the Republic of the Marshall Islands
b)Faith-based organizations and American Indian/Alaska Native/Native American organizations.
