The Health Resources and Services Administration, otherwise referred to as HRSA, is an agency of the United States government that is operating within the Department of Health and Human Services.

The Health Resources and Services Administration is dedicated to improving the nation's access to safe and quality health care services for everyone, especially those who are uninsured, isolated, and medically vulnerable.

In keeping with all its activities and objectives, the Health Resources and Services Administration has constituted the Licensure Portability Grant Program (LPGP) wherein they aim to improve the experience of State licensing boards that have manifested a credible record in implementing cross-border activities in order to help overcome licensure barriers in the provision of telemedicine services across various States.

The people from HRSA believe that licensure portability is one of the major factors that is essential in improving the nation's access to quality health care services. This is done through the deployment of telehealth and other electronic practice services such as e-care or e-health services, which are greatly useful and necessary in the delivery of safe and quality health care services, especially in isolated and hard-to-reach areas such as small communities and underserved populations.
