The Department of Health and Human Services, the branch of the government that oversees the HRSA, is the principal provider of basic human services in the US, especially to those who are financially challenged and are least capable of helping themselves.

The TCHGME act is essential to the Department of Health and Human Services since it helps them achieve the primary goal of their agency, which is to "Improve the health, safety, and well-being of America."
