The Pennsylvania Housing Finance Agency, more commonly referred to as PHFA, is an independent agency that was established in the year 1972 in an effort to contribute to the provision of reasonable and affordable housing opportunities the elderly, persons and families of modest means, and people suffering from disabilities.

The programs and activities of the PHFA are carefully guided by its general agency mission which is "to to make the Commonwealth a better place to live while fostering community and economic development, the Pennsylvania Housing Finance Agency provides the capital for decent, safe, and affordable homes and apartments for older adults, persons of modest means, and those with special housing needs."

In line with this mission, the Pennsylvania Housing Finance Agency has been administering the Keystone Home Loan Programs For First Time Homebuyers within the State of Pennsylvania.

The Keystone Home Loan Program is a housing loan program that offers a 30-year fixed rate mortgage plan with rather low and reasonable interest rates. Among others, the major features of the program also includes the ability to provide down payment and closing cost assistance for eligible borrowers, the availability of conventional mortgages from the Federal Housing Administration, Department of Veteran Affairs, and the Rural Housing Service.
