The United States Secretary of Agriculture has congressionally designated an advisory council called the National Urban and Community Forestry Advisory Council to specifically assist the United States Forest Service in the process of establishing grant categories and proposals associated with the nation's urban and community forests and related natural resources.

One of the goals of the the National Urban and Community Forestry Advisory Council is to create and nurture sustainable urban and community forests by way of encouraging communities to protect and sustain their natural resources, thereby potentially their health as a community, well being and ultimately, their economic strength.

With this goal, the National Urban and Community Forestry Advisory Council, in close cooperation with the US Forest Service, has established the National Urban and Community Forestry Challenge Cost-Share Grant Program.
