The US Environmental Protection Agency is the mother agency providing funds to the OITA. It is the nation's principal agency responsible for protecting human health and the environment. The EPA has been constantly working towards a cleaner and healthier environment for the America people since the year 1970.

The reduction of black carbon in the Russian Arctic region is essential to the OITA and the EPA because it is very much in keeping with their joint mission to keep the environment safe, healthy and clean. Apart from that, this project also enables the agency to extend its resources to other places in need of assistance, such as the Russian Arctic.
